TKD Addendum. According to _Star Trek Encyclopedia_, this is a weapon used by an assasin. The weapon's serrated edge makes a very serious wound ("Sins of the Father" [TNG]).

KGT p. 61. It has a serrated blade, so it is particularly lethal.
