Y'know, this actually says "Our Empire's bounty is the biggest." As if some
other empire's bounty were less.

Notice that this is more than a locative phrase. This is a locative phrase
(/latlh qabDaq/ "on someone else's face") and an adverbial (/reH/ "always").

> You would be the greatest [warrior in the galaxy]! ST5
This is also more than just a locative phrase. It's a locative phrase
(/qIbDaq/ "in the galaxy") and a topic (/SuvwI''e'/ "warrior--as topic").
Given these, and everything you quoted before, there seems little doubt that
law'/puS sentences can take exactly the same non-OVS elements that OVS
sentences can.

P.S.: And let's not forget to mention that pronouns are perfectly acceptable
for use as A and B nouns in law'/puS!
