It's apparently an Okrandian spelling of a word from the traditional
Fordian phrase spoken by the winner of a game of Klin Zha:  "Zha riest'n,
teskas tal tai-kleon."  The translation is given as "A pleasing game. My
compliments to a worthy opponent."

There exists a rather odd "Introduction to the Klingon Language" which
takes both Okrand's and Ford's works as equally valid, and mixes terms from
both sources -- and apparently others as well -- in the same word lists.
The exclamation *<teSQaS> = "compliments, congratulations" shows up in that
introduction.  Someone asked about *<SHov'> = "billion" earlier this year,
which also comes from that source.
