KLI membership dues

Because of rising postal costs (especially for overseas shipping), the KLI
is raising its rates for subscription.  The new rates, found on
/stuff/Merchant.html , are:

$16 for US residents (up from $15)
$20 for Canada and Mexico (up from $18)
$25 for everywhere else (up from $21)
