Since I'm the admin for klingon.kdfs.net I can give more info on it.

kdfs.net is a small, about 6-7 servers right now, IRC network set up by a
group of Klingons. For those of you who don't want to download a client,
there is a Java applet to get onto it at our web page, www.kdfs.net. All
you have to do is click chat now and it will start up. 

This network is already up and running, so there is no work needed hosting
wise. Just download an IRC client (mIRC for windows, ircII for Unix,
the web page and I can't remember a mac one (HIvqa' veqlargh)) and hop on.
