Alan Anderson just informed me that:

For those interested, the full text of SkyBox S19 - published in HolQeD 5.2
(p.14) - reads:

A Klingon communicator sends a signal through subspace radio.
Older models were susceptible to radiation.
Now this makes much more sense. Notice how {lo'} is picked up again in the
second sentence.
