I know it means that, as there's also an entry /patlh/ "rank (military,
governmental)" in TKD.  However, since the meaning that you describe was
already fully defined for us, and then Okrand expanded the definition to
what I first quoted, I'd say that /patlh/ means more than just what you say.

On the other hand, I now believe I remember where /patlh/ was used with the
expanded definition.  There was a source somewhere where we hear about a
spirit's importance, or /patlh/.  This would be the "standing" sense of the
word.

I considered the possibility because the word also has a sense of "layer,"
which seems to be quite a physical description.  Since I'm still feeling
lazy, perhaps someone (aw, let's admit it, we know who I'm talking about!)
will be good enough to track down uses of /patlh/ for us.
