Carful:  {not} "never (before)" is an adverbial, not a noun and AFAIK can't be
modified by the quality {law'}.  If you want to keep the syllable, you could
say {jatlhlaw' toQ} "the raven seems to say".  If OTOH you wanted an emphatic
form of "never", we have a new word from Klingon for the Galactic Traveller,
{paghlogh}: 

  "When {-logh} is attached to {pagh} (zero), the resulting form, 
   {paghlogh} (zero times) is used as an emphatic alternate for 
   {not} (never), as in {paghlogh jegh tlhIngan SuvwI'} (a Klingon
   warrior surrenders zero times)... compare {not jegh tlhIngan
   SuvwI'} (a Klingon warrior never surrenders)."  [p.178]

Thus:

  «paghlogh» jatlh toQ.

And the line still has four syllables!

BTW, most of us tend to avoid using double quotation marks (") when writing
tlhIngan Hol, since they're readily confused with the consonantal apostrophe
(').
