question about /nubwI'/

Why does /nubwI'/ mean "predecessor"? There's a verb /nub/ "to be
suspect", but none meaning "to preceed". Is /nubwI'/ = /nub/ + /-wI'/,
the implication being that all predecessors are suspect? Or is it just
a coincidence?
