In that case, depending on context (as always!), you could probably say:

  *{quSHom}   stool
   {quS}      chair
  *{quS'a'}   throne; sofa (?)

on the analogy of:

  {juHHom}    cottage
  {juH}       house
  {juH'a'}    mansion

as described in TKD, particularly if you're contrasting the stool with
something else.

Sometimes.  But then you're defining what a stool is, not translating "stool". 
Due to the limited size of our vocabulary, I suppose that it's inevitable many
suggested "translations" look more like cumbersome definitions and, as such,
are more appropriate for the footnotes rather than the narrative.  (This is one
of my pet peeves.)
