I think the best way to say this is just <juHwIj chut> - "the rules of the
house". Trying to say "the rules for the house" gets into weird stuff with
type five suffixes that is best to avoid.

Instead of <chaw'Ha'> (watch the <'>), consider <tuch> - "forbid". Also,
<chaw'> is "permit" rather than "be permitted", so the thing being permitted
has to be the object, not the subject. <tuch> works the same way.
