See TKD page 17, first paragraph. It is not that {w'} only
follows three vowels. It is that {w} only follows three vowels.
There are five vowels and you don't follow {o} or {u} with a {w}
because, in Okrand's words, the pronunciation would not be
distinguishable from the open vowel.
