This definitely means we (the qep'a' participants) complained - look at the
prefix on <bep>.

HIja'. toQbogh Hechba' Qov. This would be a perfect place for <qar'a'>, by
the way: <tuQbogh, qar'a'?>. There's a little bit about <qar'a'> in TKD (I
think) and lots more in KGT.

Here you run into a few small problems. The first is that <cha'> would
probably be better than <'agh> for this kind of display. Also, <cha'> or
<'agh> needs a subject. Since you don't have an obvious one, best to go with
the indefinite subject and the suffix <-lu'>.
Also, you're missing an <'e'> before <vIlegh>, and since <vIlegh> happens to
be a verb after <'e'>, it can't have a type seven suffix on it, so you have
to drop the <-pu'>.

It stands for "Summary for the Klingon Impaired". Qov started this tradition
a while back, and it has been fairly widely accepted.

We have the perfect verb for this:
DaH jIDum vIneH.
