{cha' ghojwI' paq} - this could be "two 'student's books'," it could be "the
books of two students," it could be the one book that is shared by two
students. I could make it less ambiguous by using plural markers, but
whether the explicit {cha'} refers to student or book would remain ambiguous.

{ghojwI' cha' paq} - there are definitely two books. It's either "The
student's two books" or "the students' two books." We don't know how many
students.

{wa' ghojwI' cha' paq} - one student's two books

Voragh's point as not that you cannot put numbers between nouns, but that if
you want to speak of a number of something that is described by a noun-noun
construction, then the number goes first.

Don't worry excessively about how the roof ornaments should be arranged
until you've poured the basement and got a solid frame standing. Once the
rest of the house is built solidly, you may find that the ornaments you
wanted so much aren't really necessary, or that it is obvious how they
should go.
