{jay'} always goes at the end of the sentence.

{jISaHbe'} is merely "I don't care." {jISaHbe' jay'} gives it
invective strength.
In English it isn't usually that important which word is modified
by the obscenity, but the obscenity is made part of the grammatical
structure of the sentence. In Klingon it is separate.
"Give the bleeping targ its food."
"Give the targ its bleeping food."
"Bleeping give the targ its food."
all would be translated:
{targhvaD SojDaj yInob jay'}
