In English, you can use vocal inflection or written punctuation
to convert a statement into a question. This is not the same
thing as "asking a statement". Furthermore, in Klingon, these
devices will not convert a statement into a question. You get
the same function from adding {qar'a'?} to the end of a
statement. At that point, the statement is no longer a
statement. The sentence as a whole, at that point, becomes a
question.
Questions can be asked. Statements can be stated. You can't ask
a statement. If you are asking it, then it is not a statement.
