It would usually suffice to say simply "yajlu'be'", as 'Iwvan points out.
Rarely does the "ability" actually enter into the meaning. But when it
does, we have canon:
Kahless the Unforgettable: qeylIS lIjlaHbe'bogh vay' (Kahless whom one
cannot forget)
This may be poetic/marked use, since it's a specific epithet, but it works.
