Yes, {qay'wI'} can mean "problem."  I don't think that was ever really in 
question.

Remember, though, that throwing {-wI'} around can be pretty vague.  Use verbs 
as much as you can.  Instead of saying {qay'wI' vIghaj}, say {qay' ghu'wIj} or 
something like it.
