Another way to practice Klingon by voice, without using the computer (since
it has no microphone) or the telephone...  Um, how about these?

Exchange audio/video tapes with someone
Arrange face-to-face meetings
Attend qep'a'mey
Borrow someone else's computer that has the hardware/software needed
Amateur radio contacts
Tin cans and a string

This is basically the problem of "I want to speak with someone far away."
The Talker page is one solution, which may not work for everyone.  The
telephone is another, which may also have its drawbacks.  People have been
working on this problem for quite some time (it's what prompted the
invention of the telephone, after all).  Given that we're restricted to NOT
using a multimedia computer, I doubt I'm going to come up with anything you
haven't/couldn't have thought of.
