When using verbs of saying, you don't use {'e'}. There might be an exception,
as we see with {neH} in Star Trek VI, where Azetbur refers to someone else's
sentence with {'e' neHbe' vavoy}. I'm not sure if it works.
{-qang} means "willing." {vIjatlhqang} "I am willing to say it." That's not
the same thing as "That is exactly what I wanted to say."
