No, I'm starting to make more sense of this now.  Consider the canon:
"jonta' neH" for "only the engine."  I.e. the engine and nothing else.  So
"luSuqlaH tera'nganpu' neH" means "Terrans, and only terrans, can get it."
For "they can get it and nothing else," you'd have to say "'oH neH luSuqlaH
tera'ngapu'."  The restriction is applied to the noun modified.

<neH> can modify nouns, right?  It's unusual that way.  Isn't "wo'Daq" a
noun?  It's a noun with a suffix, but still a noun.
