Timothy Miller, I believe.  He's also invented a Ferengi language.  Both
are quite impressively designed languages (in their own way well worth
studying and in many respects more complex than Klingon).  Miller is a a
participant on the constructed language list (anyone want to host a mailing
list or two?  conlang is losing its lease).  His Ferengi, and Cardassian,
are not sanctioned by Paramount, or anyone else for that matter.  They're
just his own personal inventions for the species.  Then again, Paramount
could do worse than to use them. :)

(I always get confused with Herman Miller, another conlang participant, and
a prolific language inventor).
