"nuqneH" sounds to me *ideal* for answering the phone.  After all, if
someone calls you, whoever it is is, after all, opening a conversation with
you by hailing you, and thus plainly wants something.  So even if you don't
consider "nuqneH" appropriate for starting a conversation but only as a
response... well, that's what it is!  I knew someone in college, who wasn't
really into tlhIngan Hol but had a dictionary, who answered the phone that
way (I wasn't much into tlhIngan Hol then either...)  I'd say "nuqneH"
makes for a fine phone-answer.

"pItlh" sounds pretty good for "end"; I think a movie once used rIn
jabbI'ID, but I'm not sure.
