Since Laramie is the location in which the action takes place ("living"), you
should use the noun suffix {-Daq} on it. {"Laramie, Wyoming"-Daq jIyIn.}

In Klingon, you cannot tell me that you are a number. You must say "I was
born 24 years ago." {cha'maH loS ben jIbogh}

The Klingon language is not a thing which one can be "in," so you cannot use
{-Daq} on it. You must reword this. Often, you can take advantage of
Klingon's verb suffixes:
tlhIngan Hol vIghojchoHqu'.
I am *beginning* to learn Klingon.
or
tlhIngan Hol vIghojchoH neH.
I am merely beginning to learn Klingon.
