Sey		"be excited"
SeymoH		"excite (someone)"
SeymoH QeH. 	"Anger excites."  

Literally, "Anger makes someone excited." For stylistic reasons (this is a
general truth for Klingons), the object is not mentioned--which is what
confused you. 

Looking up the noun QeH, I can see that -moH will also work with the
intransitive verb QeH "be angry" -> *QeHmoH "anger (someone), enrage
(someone)" thus making it transitive. A very useful suffix to remember.
