KLBC: about {wov} and {-Ha'}

A rather silly situation, but...
one of the lights in my office seems to be undecided on whether
to be intact or not... now would
{wov pagh wovHa'} (two {yI-}s clipped)
be an approriate way to ask it to make up its mind?
this involves two questions:
a) is {wov} the best choice for the verb here?
b) does {-Ha'} carry the notion of 'ceasing' to be bright?
(like in {Do'Ha'} it "suggests a turn of luck from good
to bad", TKD p.48)
