He's not saying {-ay-} doesn't occur, he's saying it's not a seperate sound.
If you say {a} and then say {y}, it'll come out as {ay}.

The book doesn't say these are dipthongs, it is just making sure the reader
doesn't try to pronounce it as it is usually said in English. {ay} looks like
it might rhyme with English "day," but it actually rhymes with English "cry."
TKD p. 16: "Note that when a vowel is followed by {w} or {y}, the combination
of letters may not represent *the same sound it does in English spelling*.
