You can't say {DIvI' HolDaq} to mean "in Federation Standard," because {-Daq}
is locative.  It refers to an physical location.  You can't be "in"
Federation Standard.  Try something like {DIvI' Hol jatlhlu'taHvIS, chay'
<qem> jatlhlu'?}

And try to fix that first sentence!  It's too convoluted for me to read!
