The answer to your question is yes. However, your question is wrong. :-)
{tlhIngan Hol vIjatlh vIghoj} does NOT mean "I learn to speak Klingon."
It can only mean "I speak Klingon; I learn it."
You might try {tlhIngan Hol vIjatlhmeH vIghoj}, or perhaps
{tlhIngan Hol vIlo'choHlaH}, or {tlhIngan Hol vIyajchoHlI'}.
Any of these may be followed by {vIneH}.
