Er, well, Deborah is trying to use {qawmoH} as a verb of saying. I doubt it
is, but if she uses it as such, I wouldn't expect an {'e'} on it.
I'd rather say such a thing as
pe'lora qawmoHmeH velqa, jatlh <ghobe'. numuSHa'bej. vav DavoqnIS>.
