I'm not going to go into much detail here, because I don't know that I have
an answer.  I think it's safe to say that the "lab"/"lI'" distinction could
use some clarification. :) FWIW, I *did* believe that Kruge was addressing
Valkris when he used "lI'".  To me, it's sort of like what Robyn was
saying: both lab and lI' mean sending information, NOT receiving, but the
difference is in the emphasis on the endpoint.  {lab} signifies that data
is going away from here (or wherever its source is).  It may be broadcast
(but not necessarily), but what matters is that it is being transmitted
from the source.  If I'm guarding confidential information, what matters is
keeping it from going out the antenna arrays; I don't care WHERE it might
be headed.  {lI'} also means that it's being transmitted from somewhere,
but that's not what's significant.  What matters is that it has a
destination, presumably a specific one where it's headed.  It's very much
like the immigrate/emigrate analogy.
