Don't forget that in the time we're talking about, the geopolitical
divisions are mostly gone. (2079)The recovery of WW III. (2161) United
Federation of Planets incorporated.
If you really have to try to translate try tribe or I think {qorDu' tIn} is
a good description. Or try {Hoch, vengmey 'ej qorDu' tIn}, all though I
don't like this discription, it's possible.
