I can remember at least two occasions of time having being told in the 
manner of "twelve hundred hours" in TNG episodes that have been shown 
in my location recently.
 (Also, I think that in ST6 when Chang was prosecuting Kirk and McCoy he 
told the time of the incident in this manner)
