Klingons use sign language for silence not for the deaf.
It's better to signal someone silently than to yell out "Hey Kill this Romulan!"
Since Klingons are warriors they developed a sign language to aide them in
combat and other situations.
And it's the Romulans that kill their weak (ie. Blind Romulans).
Klingons just overpower the weak.
