As charghwI' wrote, Okrand was hired to write a couple lines of Vulcan for
ST2. It wasn't developed, though. What they ended up doing was shooting
the line in English and then overdubbing it with "Vulcan" made up to match
the lip movements. It's something like /ita fesni human/, but if you'll
watch Alley's lips, what she's saying is "he's very human" - subtitled
"he's so human" to make it less obvious.
This was also the technique used in the first movie - the Vulcan high
priestess is speaking English throughout. It wasn't Okrand who came up with
the overdubbed "Vulcan" there, though.
