About a month back, I also looked at Okrand's dissertation. There are four or 
possibly five copies: one in the Linguistics Dept library, one in the main 
library at UCB, one in the NRLF (a storage facility which serves the libraries 
for UCB, UCSF, UCSC, and UCD), one at the SRLF (southern version of the NRLF), 
and one at UCSC. The copy I looked at (in the NRLF) could not be checked out. 
You might try an interlibrary loan from one of the other spots.

It was my impression that Klingon did not owe much to Mutsun either, but it
