This means "Do I say that you enjoy today?" This is not what
you wanted. You also are using apostrophes for quotation marks,
and in Klingon, it is a character in the romanized alphabet. We
have no indication that quotation is noted by any form of
punctuation.
You want something more like:
DaHjaj yItIv chay' vIjatlh?
> tera'gnan jang tlhingan
> "DaH HIHoH"
I'd make it a little clearer that the Klingon was instructing
the human on what to say instead of what to do:
DaH HIHoH yIjatlh.
