The reason (presumably) the Nihon Vulcans use [x] in place of [z] is due
to Roddenberry's creation of a new Vulcan character for the aborted
_Star Trek: Phase 2_ who was named "Xon" (pronounced 'zawn').
You might be interested that this part was cast a year ahead of production
and went to David Gautreaux. The character was to be a Full Vulcan Who
Yearned to Be More Human--In Contrast To Spock. Of course this 1976
character reappeared (well essentially so) in 1987 merged with Questor
of the Questor Tapes to become _Data_.

PS Of course the most famous Vulcan name starting with X is Spock's private
name: Xtmprstnfwld (And if you don't believe me, ask Dorothy Fontana!)
(pronounced ztum-PUHR-stun-foold. Yes that is a voiced z followed by the
unvoiced t. Recall Rule #1 of Vulcan--"You couldn't pronounce it")
