Again, a verb with a type 1 suffix cannot take an explicit direct object.
{maja'chuq vIneH} would suffice here.

I like De'vID's suggestion. Because {jatlh} doesn't actually govern the
quoted speech it appears with in terms of agreement, {vaj jIjatlh <vaj
jIjatlh...>} is perfectly acceptable Klingon.
