Alright, but my statement stands... In the end, if they can produce more faster, it will indeed be a possible future weapon... Thus, power...

Neither. {HoS lIngmeH} "in order to generate power". A {HoS lIngwI'} is a
power generator:
HoS lIngwI' wIjuS
We're passing a power generator. CK
Here's the sentence broken down very literally:
"for-them-to-study-it(rugh) antimatter is-being-made but power
in-order-to-produce-it(HoS) it(rugh)-is-not-being-made"
And more colloquially:
"Antimatter is being made to study, but not to generate power."
