My personal opinion maybe:
You can do no mistake if you always use the "correct" number-suffix in the
correct order:
x 10 -maH
x 100 -vatlh
x 1,000 -SaD
x 10,000 -netlh
x 100,000 -bIp
x 1,000,000 -'uy'
This is very easy, even to make huge numbers:
375.124 = 3bIp, 7netlh, 5SaD, 1vatlh, 2maH, 4
> This sort of bias also occurs on CK in the context of telling time:
IIRC, time is told like in military, i.e. from 0000-2359 hours, while they
are read apparently in hundreds: twelve hundred hours...
It seems clear to me, cause like this it's easier to see what time you're
talking about: "14 hundred 30" (14:30) instead of "1 thousand 4 hundred 30"

Many terrans do that also, not knowing the word after million - Or do you
know what comes after 1000 Megabyte? ;-)
Quvar.
(PS: i'm just kidding, not saying that anyone is stupid)
