"Vacate" and "evacuate" mean different things in English, although they are
etymologically related. Perhaps the same word is used for both ideas in
German, but not in English. And so, we're back to why native English
speaker Okrand glossed {qeD} as "vacate", not "evacuate" (which to my
thinking would have been a much more useful verb for Trek dialogue).

{qIl} "cancel" or even {ghang} "end (an event) prematurely" - that is, if a
legal contract can be considered a sort of event. A "contractual
relationship" perhaps?
For contracts we have {mab} "treaty" and {rom} "accord", which of course
brings up the verb {qI'} "sign (a treaty)".
