We don't know. The verb {poH} "time" has never been used in canon or
explained by Okrand AFAIK.

I suspect it's this meaning. Since the noun {poH} means "period of time",
it makes sense that the verb *might* refer to measuring this period - i.e.
"have a time (period) of" - like the other measuring verbs {'ab} and {'aD}
"have a length of, measure"; {juch} "have a width of"; {muq} {have a volume
of}; {ngI'} "have a weight of, weigh" and {Saw'} "have a depth of".

{nab} "plan, plot" works well for this or even {poH yIwIv} "choose the
(period of) time" in a pinch (though {poH} seems to refer not to a point in
time, but rather a stretch of time or a "window of opportunity" in context).
