When I write in Klingon I'm using a transcription system, not any actual
writing system used by Klingons.  It's not terribly important what the form
of that system is; what matters is that it represents Klingon SPEECH, not
writing.  In speech you don't use commas and periods and colons, but you DO
pause and stop and explain yourself when you speak.  Punctuation in the
transcription system can represent this.

If anybody wants to be nutty and claim that the transcription system is some
official "Federation" system, and they're pretending to be members of the
UFP, keep in mind that THE KLINGON WAY uses punctuation in its transcribed
representation of Klingon.

By the way, there's no compelling reason that the conventions of the
transcription system in TKD must be obeyed.  It's not vitally important that
Klingon {I} be a capital letter, for instance.  However, adherence to TKD's
system is the rule on this list, and is preferred by most KLI members.
