They are imperfective "not-perfective" (i.e. completed).

In an aspectual system, actions are viewed as either completed (perfective) 
or not completed (imperfective).  Rather like being pregnant; you either 
are or you're not.  Tertium non datur.

{-taH} "continuous" and {-lI'} "in progress" are two special sub-classes of 
the imperfective, or ways of looking at the action 
(*Aktionsarten*):  {-taH} = action not completed, but continuous; {-lI'} = 
action not completed, but in progress (toward a known goal or definite 
stopping point).
