Actually . . . I don't think that's quite right either.  Consider: the
verb-of-saying construction is a sentence with a verb of saying pushed
against the sentence which is said.  You, however, have the sentence spoken
spliced inside the sentence with the verb of saying.  That /chay'/ has got
to move:

    chay' jIjatlhlaH "It's a liquid metal"?
    "It's a liquid metal" chay' jIjatlhlaH?

The quotation is not the object of /jatlh/.

Even in English quotations are set apart (though not in the same way as in
Klingon):

    How can I say, "It's a liquid metal"?
