In either the Klingon Dictionary, or the Conversational Klingon cassettee (pardon spelling errors.  I cannot backspace), the issue IS addressed.  Originally., the numbering system was base-3/.  There was m.. no need for numbers above 3.  the number 4 for example would be considered Three ands One.

The change to base-10 was made for compatibility in dealings with the federation standard, but has since been adopted as the new standard.
