Not quite. <net> gives the second verb an indefinite subject, like the
suffix <-lu'>.

<wov maSwov 'e' Sov> means "He knows the moonlight is bright."
<wov maSwov net Sov> means "One knows that the moonight is bright." or "It
is known that the moonlight is bright.

<... net Sov> is almost an idiom in Klingon, meaning the sentence before it
is common knowledge.
