storm - an intense rush of [rain]. A large quantity of [rain] rapidly
engulfing an area.
storm - an intense rush of [soldiers]. A large quantity of [soldiers]
rapidly engulfing an area.

the military term came from the weather term.  An idiom which I could see
happening in both languages.
