I also prefer bIQ'a' yavDaq over bIQ'a' ravDaq. The reason is: I think of
{rav} as the floor of a building. {yav} means "ground", but I like it better.
In the original post, I think you have followed Dr. L. Schoen's example of
using {Hatlh} for "country". I think {Hatlh} means "countryside". Here I
prefer {Sep} (see KGT). For "state/province" I use {yoS} (again, KGT).
